Calculations
Work Zone Capacity per Lane:
The Highway Capacity Manual 2010, Equation 10-9 is used to determine theoretical capacity of the roadway lane. The calculation has been simplified to only have two variables: terrain and truck percentage.

* Work Zone Intensity is assumed to be 0 vphpl (vehicles per hour per lane).
** Work Zone Ramp Factor is assumed to be 0 vphpl (vehicles per hour per lane).
Calculation Process:
Select segment of freeway or expressway to be analyzed.
Determine segment characteristics - driver type (urban/rural), terrain type, and number of available lanes.
Determine calculation method to be used from below ranked in order of priority:
Method A – ATR – Actual Hourly Breakdowns for Section: the ATR is located within the segment
Method B – ATR – Hourly Percentages: the ATR is upstream or downstream of the segment on the same route
Method C – Hourly Percentage from a close ATR applied to AADT: the ATR is on a
different route but has similar traffic distributions
Method D – AADT using statewide distribution
Select work zone lane capacity from table based on the truck percentage and terrain for the freeway or expressway segment.
Determine hourly closure volumes – if the volumes exceed work zone capacity (vphpl), a closure is not permitted without further analysis.

Define District Comments (e.g., if there is a Browns game, no lane closures in the inbound direction will be allowed for two hours before and in the outbound direction two hours after game, etc.)
