Permitted Lane Closure

Calculations

Work Zone Capacity per Lane:

The Highway Capacity Manual 2010, Equation 10-9 is used to determine theoretical capacity of the roadway lane.  The calculation has been simplified to only have two variables: terrain and truck percentage.

Work Zone Capacity (vphpl) *, ** TRUCK PERCENTAGE
Terrain 0-<15%  15-<30% 30%+ (used 40%)
Level   1490 1390 1330
Rolling 1310 1100 1000
Custom Please contact ODOT Central Office Coordinator for use of custom capacities.  These are only to be used for unique circumstances.

* Work Zone Intensity is assumed to be 0 vphpl (vehicles per hour per lane).

** Work Zone Ramp Factor is assumed to be 0 vphpl (vehicles per hour per lane).

Calculation Process:

  1. Select segment of freeway or expressway to be analyzed.

  2. Determine segment characteristics - driver type (urban/rural), terrain type, and number of available lanes.

  3. Determine calculation method to be used from below ranked in order of priority:

  4.

  5. Select work zone lane capacity from table based on the truck percentage and terrain for the freeway or expressway segment.

  6. Determine hourly closure volumes – if the volumes exceed work zone capacity (vphpl), a closure is not permitted without further analysis.

WEEKDAY closure times are calculated as follows:

For URBAN locations, the seasonal adjusted Friday ADT in

    WINTER

    February

    SPRING/FALL

    May

    SUMMER

    August

For RURAL locations, the seasonal adjusted Thursday ADT in

    WINTER

    February

    SPRING/FALL

    May

    SUMMER

    August

WEEKEND closure times are calculated as follows:

For URBAN locations, the seasonal adjusted Saturday ADT in

    WINTER

    February

    SPRING/FALL

    May

    SUMMER

    August

For RURAL locations, the seasonal adjusted Friday ADT in

    WINTER

    February

    SPRING/FALL

    May

    SUMMER

    August

  8. Define District Comments (e.g., if there is a Browns game, no lane closures in the inbound direction will be allowed for two hours before and in the outbound direction two hours after game, etc.)

Please contact the appropriate District Work Zone Traffic Manager for information on segments that are not stored in the online database.
